David Lutz

David is a leading authority on community and economic development finance, with deep expertise in federal and state tax law. His work spans New Markets Tax Credits (NMTCs), Historic Tax Credits (HTCs), renewable energy incentives, PACE financing, and rural jobs programs. He advises investors, CDEs, developers, lenders, and nonprofits nationwide—helping them structure and close complex transactions with creativity and precision.
Before founding KCD Legal Partners with Chris Perkowski and Kevin Savory, David was a partner at two national law firms and now serves as Managing Director of Venture Community Capital, LLC, a diversified finance and development company.
Grounded in both tax strategy and project development, David brings a holistic view to every deal—balancing technical expertise with the practical realities of getting projects built. His approach emphasizes clarity, collaboration, and momentum, ensuring transactions deliver lasting impact in the communities they serve.
